One representative in particular called it the "discounting dilemma". The concern is that every round of rising aid and then rising tuition (in many of these cases, BOTH being provided by the univeristy) is also having the side effect of reducing the number of students who CAN pay for their education. His university, Muskingum, decided to attack the problem by abruptly lowering tution, and then also lowering the aid they had to finance.
